THIS admirable strategy should be introduced slowly and very carefully, thus permitting many of the senior staff to adapt gradually to the realities of actually fighting crime rather than paperwork. Initially, short introductory familiarisation trips into the inner city and Bay Street might be beneficial. Also, counselling should be available for any officers who suffer separation anxiety when leaving their beloved desks behind.

Eventually, senior police officers may even become confident enough to patrol on foot during hours of darkness.
