Wells is reinstated

RAYMOND Wells, the suspended deputy director and vice president of information technology department at the National Insurance Board, has been re-instated to his post, according to sources.

They raised the question, with Mr Wells being reinstated, what is the justification for Mr Cargill not having been reinstated as well.

Both Mr Cargill and Mr Wells were placed on administrative leave last year, a short time before the audit got underway, after they were both faced with allegations made against them.

Mr Cargill claimed in court documents that Mr Wells executed a lease agreement for an apartment on behalf of NIB – without Mr Cargill’s knowledge – from a company owned by Mr Cargill’s brother. It was said that Mr Wells had the authority to do this as he administered his own departmental budget and the apartment was needed for his project staff. There was no need, therefore, for him to consult Mr Cargill on the matter or seek his approval.

However, in his November 8 letter of complaint to Minister Shane Gibson, then NIB chairman Gregory Moss stated that in a resolution passed by the Board on October 15, 2012, he was instructed to terminate the “services of Director Cargill and Mr Wells for gross misconduct.” It also authorised Mr Moss as chairman to “invite both Mr Cargill and Mr Wells to resign from their employment with immediate effect as an alternative to having their employment summarily terminated in which case I was authorised to pay them up to one year’s salary each and to appoint current Senior Deputy Director, Mrs Cecile Bethel to the office of Acting Director of NIB.”
