The Chief Magistrate will sign and authorise a summons processed by members of her staff.
I had eleven such summons processed and delivered, which is very costly. A police officer charges in general $60 per summons.
On August 6, 2015, the cases were called. For each case the Magistrate openly, loud and clear declared – “I have no authority in this matter. I cannot touch this case,” but almost in the same breath, she dismisses the case. Discrepancies and corrections needed. The Chief Magistrate should not authorise a matter beyond a Magistrate’s authority. Also a Magistrate should not issue a verdict of dismissal on a matter she/he cannot touch.
