Did they ever release the anticipated 2016 "crime strategy" that was supposed to impart "limitations on person's freedom of movement"???

We read these stories in the newspapers and hear about them on news broadcasts regularly so it is easy to become desensitized. It is not normal for a man to be shot after being robbed of a cell phone. Is there a solution to the problem of crime in this country? Why are the hearts of our young men and women so cold?
