HAVE you noticed that since May 10th, 2017, the majority of new appointments to senior Civil Servant positions are all “acting” and not permanent?
I would have thought if the Civil Service Commission has selected a person as qualified for the top job Cabinet - the Prime Minister should not appointment them in an “acting” capacity but permanent? Surely, the persons have earned that designation?
Top Permanent Secretaries are acting - come off it, Prime Minister, you either are confident of the capability of the person or you want to hold something over their heads and intimidate.
All Acting Permanent Secretaries need to be ratified immediately.
Surely it becomes very complicated with salaries - contributions to Pensions etc, if they remain in an “acting” position plus if the person wishes privately to arrange a bank loan or mortgage she can only state her previous salary as that which comes as Permanent Secretary is only provisional - this is wrong, Mr Prime Minister.
