If the Foreign Minister was quoted accurately saying, “There is a difference between the policy of the FNM and the PLP when it comes to the defence of the Bahamas and our foreign policy." I can only believe there has been a change in the policy of the Government since the PLP assumed control in 2002. Many of the largest cases brought during the first term of the PLP Government were brought utilizing evidence gathered using the exact same techniques he now finds objectionable with full knowledge of the Attorney General whose prior approval was required.

After reading 15 years of this report, working with American companies seeking opportunities to bid on projects in the Bahamas, I feel comfortable stating unequivocally there is graft and corruption in the manner in which contracts are awarded for almost every large infrastructure project in the Commonwealth! It does does not matter whether the PLP or FNM is in control of the government. The attitude of "pay to play" has permeated the bureaucracy of almost every agency in the government. The problem is both initiated internationally by some nations and locally by greed. This situation will never be solved until such time as a law is passed providing for severe and harsh penalties for those who seek to steal from the people of the Bahamas.
